Am I correct in assuming that the heavy rail would then just serve express outer suburbs?

Spot on!  Major outer suburbs direct and fast to the city plus maybe some cross links.  Our draft Sydney Transport White paper calls for :

  1. Make the rail system competitive by keeping stations only at major centres; say Central, Strathfield(?), Parramatta(?), Penrith, Hornsby, Liverpool, Campbelltown & Sutherland.

This of course has to be seen in conjunction with other measures:

  1. Substantially streamlining the existing rail network to increase delivery speed.
  2. Building a next generation hi-capacity light rail system capable of competing with motor traffic.
  3. Near elimination of main road bus operations.
  4. Reduce private motor traffic main road area by one quarter.
  5. Allot some road surface for cycle use.
  6. Establish a suburban mini bus system.
